The Obama administration is delaying a decision on granting a permit to TransCanada pending resolution before the Nebraska Supreme Court of a Lincoln judge's decision that the law giving Nebraska governor Dave Heineman siting authority over the pipeline unconstitutionally usurps the power of the Nebraska Public Service Commission.
