Rep. Lee Terry has found a new way to waste tax dollars. He and his fellow Republicans on the Committee on Energy and Commerce have sent letters to 51 groups which have received "Navigator" grants to help the uninsured enroll in the new health care program. The GOP only targeted those 11 states which have the most uninsured. From Rep. Henry Waxman's indignant letter to the committee:
