Although Berlusconi's approval ratings are at record lows, the way that German Chancellor Angela Merkel and French President Nicolas Sarkozy smirked knowingly at each other regarding Italy's Prime Minister at Sunday's Euro Crisis talks in Brussels piqued even Italians who loath their Prime Minister.
