claims it was 'all about saving lives'

AKSARBENT earlier post about this is here, and examines an interesting dictum of the Scout's "Leave No Trace" policy. Meanwhile, Fred Hayes, of Utah Parks and Recreation, isn't buying the excuse.

Neither is Jeff Rasmussen of the Utah Division of Parks and Recreation, who says that in 20 years he's never heard of a child being injured by a falling rock in the park.
