Here's how GOP house rules committee members changed the rules before shutdown to prevent a full house vote to end same

This from Occupy Democrats:
If you want to know who is truly responsible for the government shutdown, this video is all you need. Unbeknownst to the American People, just hours before the government shutdown on September 30, 2013, the House Rules Committee Republicans sneakily changed the Rules of the House of Representatives so that the only Representative that can bring up the Senate’s clean CR for a vote (to reopen the government) is Majority Leader Eric Cantor or his designee — all but guaranteeing that the government would shut down a few hours later and remain shut down until Tea Party House Republicans decide to end their hostage-taking of the American economy and middle-class.
Apparently, they hoped the American people wouldn’t notice. Luckily, Democratic Rep. from Maryland Chris Van Hollen took to the House Floor this week and exposed this cynical Republican ruse for every American to see.
Another view of this ruse is at Talking Points Memo.
